Uninhabited Planetary Stargate Installation 02 is one of the massive Forerunner constructions built to study and contain the parasitic flood-- and destroy them if necessary. The Ancients built their own facility on the Halo, and within it is a Stargate, though there are safety measures in place to prevent the Flood from using the gate.
